This product is called a fish clip because of its shape. When the two prongs are pressed together, the triangular side opens up (the tail fin, if you will). This side can then be clamped onto the profile of the carrier construct holding a suspended ceiling (e.g. OWA ceilings) or also attached to a thin pipe or moulding thereby enabling you to hang something without having to drill any holes.
